Responsible for coordinating governmental offices during natural and man-made disasters. Also, operates an emergency communication center to alert public of hazards.

Loan variety of books, audiobooks, music, videos and DVDs for children, teens and adults. Services available on-site include public access computers, wireless access, newspapers and magazines, reference collections and one-on-one assistance, children's areas with toys and computer games. Also, offer storytimes and a wide variety of programs and performances for children and adults.

Accepts food donations and donations are not sold as a way to earn money for the program. A donation pick-up service is not available.

Accepts donations of household items such as furniture/home furnishings.

Weatherization Program administered by ECKAN helps with energy efficient home repairs like sealing windows, adding weatherstripping, etc. for 16 eastern Kansas Counties including Franklin.

Caregiver/care receiver support groups available.

Provides in-home services to children to help them successfully reintegrate into their families, homes and schools after inpatient care. Services include intensive in-home parent support and education, care and service coordination, 24-hour crisis intervention and intensive home support.

Services are offered for children and parents involved in the adoption process. These include the evaluation of the child's needs prior to placement, and arrangements for care of the child prior to the child's adoptive placement and to the approval of the adoptive family. Also, special activities are provided to help adoptive parents and children adjust to the new family situation.

Provides counseling for anger management.

Provide food to families are in need. A referral is needed from the East Missouri Action Agency to access services. Volunteers review applications on Monday and Friday 9:00am to 11:00am

Temporary Assistance for Needy Families: Provides benefits to families with needy children (due to death, desertion, mental, physical problems or unemployment).

Provides preventative, diagnosis', and treatments for mental, emotional, and behavioral disorders.

Provides well baby care visits offering preventive care and health screenings that include assess and track physical growth and cognitive development, discuss any health concerns or behavioral health issues, perform pediatric immunizations, perform hearing and vision screening tests and more.

Provides adolescent and adult immunizations.

Provides independent living skills training, vocational training, workshops, and transportation for adults with developmental disabilities or mental health concerns.

Administers Social Security benefits and Supplemental Security Income payments. Assist in referring clients to other agencies that may be able to help them.
