The purpose of the MO HealthNet program is to provide medical services to persons who meet certain eligibility requirements as determined by FSD. The goals of the MO HealthNet program are to promote good health, to prevent illness and premature death, to correct or limit disability, to treat illness, and to provide rehabilitation to persons with disabilities. Eligible persons receive a "MO HealthNet Identification Card" or a letter from the local FSD office. These services are also provided to families who voluntarily seek help. Family-centered Services include a range of treatment and support services and are provided, as appropriate to the case treatment plan.

Residential Services or Individualized Supported Living (ISL) services are available to those individuals who have a need to move out of their current living situation and into a home of their own. Supported Living Services allows an individual to live in a home of their own, often with a roommate. ISL services and supports are individually planned and budgeted for each individual person served. Services are designed to assist individuals in acquiring, retaining and improving their self-help, socialization and activities of daily living depending upon the needs of the individual.
